Technically Speaking, Why is Encryption a Big Deal for the Government?

Encryption has been the talk of the tech world for the better part of 5 years now. While everyone agrees that encryption plays and will continue to play a significant role in our lives, decision-makers are clearly divided about the extent of encryption; should encryption be absolute? Or should governments be able to bypass encryption? How should the right to privacy be balanced with national security interests?
