Presenting a transformative advancement in the regulation of India’s online gaming industry. Authored by Padma Shri Dr. Bimal Roy, a renowned statistician, in collaboration with Ms Kriti Singh (Programme Manager- Online Gaming Policy and Chief of Staff, The Dialogue) and Kazim Rizvi (Founding Director, The Dialogue), this pioneering framework sets the stage for classifying online games using a scientific, data-driven approach.

Dr. Bimal Roy is a former Chairman of the National Statistical Commission and former Director of the Indian Statistical Institute (ISI). With vast expertise in statistics, cryptology, and data analysis, Dr. Roy’s work has been pivotal in crafting this framework. His contributions ensure it meets the highest standards of scientific rigor, offering an objective and transparent method to distinguish between skill-based and chance-based online real money games.

This framework is India’s first objective method to ensure fairness and transparency for all stakeholders—players, developers, and regulators alike. Supported by advanced statistical tools such as the Chi-Square Test and Pearson Correlation Test, it addresses a long-standing regulatory challenge in the country’s booming online gaming market.

Version 1.0 of the framework is a product of extensive consultations and is designed to evolve with feedback from the gaming industry and government.
