{A Joint Survey Report by The Dialogue and Alliance for Cyber Trust and Safety (ACTS)}
As digital interactions continue to grow, technology-facilitated gender-based violence (TFGBV) has emerged as a critical challenge. This report presents empirical findings from a comprehensive survey of 4,000 respondents across 10 Indian cities, shedding light on the prevalence, impact, and systemic gaps in addressing TFGBV. Building on The Dialogue’s #BreakTheSilo: Streamlining Gender Safety in Digital Space framework, which introduced a multi-stakeholder approach in October 2023, the publication underscores the disproportionate risks faced by women, LGBTQIA+ individuals, and marginalized communities, highlighting the urgent need for targeted policy and institutional interventions.
The findings reveal widespread online abuse, including cyberstalking, doxxing, impersonation, and economic fraud, with severe psychological and social consequences for victims. Despite the scale of harm, reporting remains critically low, with systemic barriers preventing access to justice. Weak enforcement, inadequate platform accountability, and a lack of survivor-centric redressal mechanisms exacerbate the problem, leaving many without recourse.
To combat TFGBV effectively, the report recommends strengthening legal frameworks, enhancing platform accountability, expanding survivor support mechanisms, and integrating digital literacy initiatives. A coordinated, multi-stakeholder approach is essential to ensure a safer, more inclusive digital space.
