The Dialogue, in collaboration with DeepStrat, is conducting a series of studies on the proposed National Science, Technology & Innovation Policy 2020. The objective of this white paper is to analyse these provisions in light of their impact on India’s research ecosystem & propose evidence-based recommendations in consonance with the international standards to ensure seamless fulfilment of the core objectives of STIP, 2020. This paper analyses the nuances of STIP 2020 with a sharp focus on the Open Access and Singular Subscription provisions. The paper proposes evidence-based recommendations in consonance with the international standards to ensure a seamless fulfilment of the core objectives of STIP 2020. This study focuses on Para 1.4. Open Access and Para 1.5. One Nation One Subscription under the STIP Policy 2020.
