Event Report: Stakeholder Consultation on the Building Blocks of a Data Protection Authority

In February 2020, The Dialogue, in collaboration with the Centre for Communication Governance at National Law University Delhi, convened a crucial roundtable to discuss India’s path toward establishing a robust Data Protection Authority (DPA). As India moves from limited data privacy practices to an advanced data protection regime, this consultation brought together thought leaders, technology experts, lawmakers, and civil society to address the regulatory framework needed for a high-standard, independent DPA.

This report captures key insights from the event, chaired by Mr. Ritesh Pandey, Member of Parliament, and moderated by Mr. Kazim Rizvi of The Dialogue. It explores the regulatory challenges, from DPA independence to transparency requirements, and offers forward-looking recommendations on data localisation, selection criteria, and the DPA’s structure and powers. With over 85 participants and significant insights into the evolving data landscape, the report sheds light on the necessary steps for establishing a resilient data governance ecosystem in India.
