Padma Shri Dr. Bimal Roy is a distinguished cryptologist and academic, renowned for his contributions to the fields of cryptology, combinatorics, and statistical science. He served as the Chairman of the National Statistical Commission, Government of India, in 2019, where he played a pivotal role in shaping the country’s statistical governance.
Dr. Roy is affiliated with the Cryptology Research Group of the Applied Statistics Unit at the Indian Statistical Institute (ISI), Kolkata, where he has made significant advancements in the intersection of statistics, cryptology, and the design of experiments. He earned his Ph.D. in Combinatorics and Optimization in 1982 from the University of Waterloo, under the joint supervision of Professors Ronald C. Mullin and Paul Jacob Schellenberg.
In recognition of his outstanding contributions to education and research, Dr. Roy was awarded the Padma Shri, India’s fourth-highest civilian honour, in 2015.
