Sachin Dhawan

Deputy Director

Sachin is a dual-qualified technology lawyer with extensive expertise in data protection, content regulation, and public law. Over the past 16 years, he has taught law at leading institutions including Jindal Global Law School, National Law University Delhi, and the National Law School of India University, Bengaluru (PACE Programme). His professional experience includes public policy roles at Meta and the Centre for Communication Governance at National Law University, Delhi (CCG-NLUD).

Sachin has authored approximately 35 publications across a broad range of public law subjects, with a focus on free speech and privacy. His work has been featured in leading newspapers (Hindustan Times, Indian Express, Hindu Business Line), magazines (Seminar, India Legal), digital platforms (Scroll, The Wire, Huffington Post), academic blogs (I·CONnect, Oxford Human Rights Hub), and peer-reviewed journals (Jindal Global Law Review, NALSAR Indian Journal of Constitutional Law). His scholarship has been cited by the Delhi High Court, and he is frequently quoted in national and international media, including the BBC and Hindu Business Line. He has also been interviewed by leading technology policy platforms such as Medianama and the Data Security Council of India (DSCI).

As Deputy Director at The Dialogue, Sachin leads our work on platform regulation, telecom policy, and cybersecurity. He brings strategic direction and subject-matter expertise to these critical verticals, guiding our research agenda, shaping our engagement with stakeholders and policymakers, and strengthening the organisation’s contribution to evolving regulatory conversations in these domains.
