Dr. Amar Patnaik

Former Member of Parliament (Rajya Sabha)

Dr. Amar Patnaik, an esteemed national leader and policymaker is the Founder of A&N Legal Solutions LLP, a law firm based in New Delhi and Bhubaneswar. He served as a Member of Parliament for Odisha from 2019-2024, representing the Biju Janata Dal. During his tenure, he addressed key issues on the intersections of economy, technology, and climate change, both inside and outside Parliament like sovereign debt financing, supply-side inflation, regulatory grievance redressal, data privacy, virtual digital assets, and artificial intelligence etc., while proposing ESG and carbon accounting frameworks. As a member of parliamentary committees on Finance, PSUs, and the Joint Parliamentary Committee on Personal Data Protection, he played a crucial role in addressing competition, anti-trust, innovation, privacy issues, and advocated for balanced regulations in emerging sectors like online gaming, AI, and the metaverse. He has delivered keynote addresses at prominent forums such as the Global Fintech Summit, FICCI, ASSOCHAM, the Brussels Privacy Hub, the International Chamber of Commerce, etc.

Before his political career, he served for 28 years in the Indian Civil Services as an IA&AS Officer with the CAG, leading India’s external audit missions to the UN, FAO, etc. A recognized thought leader, he publishes extensively on economic issues, technology, and climate change advocating for evidence-based reforms to drive equitable growth.

He is a gold medallist in B.Sc. (Physics) from St. Stephen’s College, an MBA in finance and systems, and a Ph.D. in institutional studies. He also earned a Master’s in Public Management from the Lee Kuan Yew School of Public Policy and Harvard Kennedy School. A British Chevening Gurukul Scholar, he has completed an Advanced Management Program from Wharton and is a certified Fraud Examiner and Internal Auditor.
