India’s Digital Health Dreams : Getting it Right

The Dialogue concluded a research programme that evaluates GovTech systems within the country, understands how they work and recommends actionable interventions for enhancing design and service delivery. We looked at these systems to see how privacy safeguards, governance mechanisms, security standards, accessibility and inclusivity are embedded in the system- with the end goal of facilitating universal coverage. The first leg of research was to study the Ayushman Bharat Digital Mission (ABDM) in the context of first principles. We engaged with experts in civil society, academia, industry, health care professionals, etc. in order to develop better outcomes. The first part of the paper provides for actionable interventions in the Indian context. Building on top of this framework, the second part of the paper provides an assessment framework that could be used to analyse GovTech initiatives in depth.
